What is the importance of exact match keywords for local SEO in service industry businesses?

I am working with a local service contractor. Several of his competitors have domain names with exact match keywords. Audits of competitor sites and use of other research tools reveals that their sites are behind in content and technical SEO. The competitor sites consistently rank higher in organic search results.
I am new to SEO and I understand that some of my lack of clarity here is a result of not understanding the value of key word use in local SEO vs. wider efforts.

Unsolved Keyword Volume Filtered By City Location?
Let's say I look up the keyword "plumber" in the Keyword Research tool. I get a monthly volume of 70.8k-118k. Now, I want to know how much of that volume comes from a specific city in the United States, like Kalamazoo, Michigan. Is there a way to identify this? My alternative is to look up the keyword "Kalamazoo plumber". This has two problems: People who search for local services will frequently leave off the location, with the expectation that the search engine will provide localized organic results. So, the search volume isn't very precise. That keyword has N/A volume, so the information doesn't help me anyway. Any alternative way to get at this data? Thanks!

Unsolved Can I get Moz keywords via API?
Hi, my boss is asking if you "have any API for keyword research -- e.g., as soon as a user creates a card title in [our application], we can auto-recommend keywords from Moz within [the application]. Do You Risk A Penalty From Local Paid Directories in 2022?
Hi there, I have a client who wants to advertise in a local directory along the lines of "find your nearest plumber". The directory only has paid listings and they are follow links and they also mention your site or generated landing page may get a nice bump on google. Is there a risk that they may get a penalty for using this directory? The client wants to use it regardless of if it gives them an SEO boost but obviously wants to avoid any penalties at all costs. Changing CMS, are there SEO effects?
We want to change our cms from typo3 to CMS made Simple. We have done this already for another site and it effected the rankings. Have you got experience with this? What factors are important for SEO to consider? Is it normal when you change from cms the rankings will drop?
